Abstract

In modern society, the advancement of technology has played a crucial role in the development of human, scientific, and social ideas. With the integration of information and communication (ICT) in society, industries were forced to shift from traditional business methods to automated supply chains, procurement, and businesses to ensure sustainability. Koorn & Mueller (2001) assert that both the private and public sectors have been using ICT to enhance and improve purchasing and other business processes. The main focus of this study is to design and develop a procurement management system for Cagayan State University Sanchez Mira Campus. Waterfall research model design was used to design and develop a procurement management system, and ISO25010, or Software Quality Standards, was used to evaluate the developed system. Software Quality Standards findings revealed that an overall weighted mean of 4.42 indicates that the procurement management system (PMS) was found to be compliant to a very great extent to ISO 25010 and to the technical needs of the users. Furthermore, the mean indicator for functionality suitability is the highest among all categories, with a score of 4.53, which indicates that the system performs its intended functions very effectively. However, usability has the lowest mean indicator, with a mean of 4.33, which suggests that the system requires some improvement in terms of user-friendliness and ease of use. Overall, the PMS complies with the ISO 25010 standards to a very great extent, with a mean indicator of 4.42. Hence, it is highly recommended to use the computerized procurement management system as it provides accurate and easier management of information, distribution, security, and end users’ data. Also, it can monitor the reports and reduce the time and effort spent on the complete purchase procedure.
