Abstract

This study assessed the efficiency of the Learner Information System (LIS) in managing student data and reporting among secondary schools in Lower Apayao, Philippines, with a focus on the municipalities of Luna, Pudtol, Flora, and Sta. Marcela. Using a descriptive-comparative and correlational research design, the study examined school and stakeholder profiles, security measures, stakeholder attitudes, system efficiency, and challenges encountered. Data were collected from 128 respondents, including advisers, LIS coordinators, and school heads, through a structured questionnaire. Findings revealed that while most schools had continuous internet access and fell under the large school category, issues such as inconsistent internet speed and high costs persisted. Stakeholders, though experienced, lacked formal LIS training, and only a few received regular technical support. Security measures were moderately implemented, with role-based access controls being the most observed, while strong password protocols were rarely enforced. Stakeholders expressed generally positive attitudes toward LIS, particularly in routine tasks like enrollment and report generation, though confidence declined in resolving complex issues. The system was perceived as moderately accessible and functionally effective, especially in report generation, but record management required improvement. Reliability and accuracy of reports were rated positively, though concerns about system downtime remained. Significant differences in perceptions were observed based on school and stakeholder profiles. A strong positive correlation was found between stakeholders’ attitudes and their perceptions of LIS efficiency. Recommendations include upgrading infrastructure, enhancing user interface, enforcing stricter data validation and security protocols, and providing regular training and support to optimize LIS use in rural settings.
