Abstract

This study aimed to assess the key challenges faced by Kalinga Apayao Electric Cooperative, Inc. (KAELCO) in enhancing its operational efficiency and sustainability practices. By understanding and addressing these challenges, the study seeks to contribute to the development of effective strategies that can improve the cooperative's performance and sustainability. This study used the mixed method research design. The study was conducted in Kalinga-Apayao particularly at Kalinga-Apayao Electric Cooperative, Inc. from January to March 2025. The different departments of the said organization were considered as the source of the respondents. The number of respondents was determined using the purposive sampling technique. This includes KAELCO employees, members, management and staff, engineers and technicians and external experts. The research instrument used in this study was a questionnaire, focus group discussion, and semi-structured interview. The quantitative and qualitative data were based on the responses of respondents to questions in the questionnaire and other tools used in the analysis of data to be gathered. The major findings revealed that it is evident that the cooperative faces significant internal and external obstacles that hinder its optimal performance and service delivery. Internal issues such as inadequate planning, weak monitoring and evaluation systems outdated technological infrastructure, and limited capacity in human resources substantially affect its ability to operate efficiently and sustainably. External factors, including natural disasters, environmental challenges, regulatory complexities, and financial constraints, further exacerbate these difficulties. Stakeholders, particularly consumers, perceive these operational issues as detrimental to service quality, financial stability, and community welfare. While KAELCO demonstrates strengths in implementation and human resources, addressing the identified gaps- especially in planning, resource management, disaster preparedness, and technological modernization-is crucial for ensuring long-term sustainability and improved stakeholder satisfaction.
