Abstract

The Unit Clearance Monitoring System (UCMS) was developed to modernize and streamline the personnel clearance process of the 5th Signal Battalion, Army Signal Regiment, Philippine Army. The existing manual clearance procedure required personnel to secure multiple signatures from different offices using paper- based documents, resulting in delays, misplaced records, communication gaps, and limited transparency in tracking clearance status. This study employed a developmental research design utilizing the Software Development Life Cycle (SDLC) Waterfall Model, which included requirements analysis, system design, development, testing, deployment, and maintenance phases. Data were gathered through interviews, surveys, and questionnaires administered to officers, non- commissioned officers, and enlisted personnel directly involved in the clearance process. Findings revealed that respondents strongly agreed that the manual system faced significant challenges, with an overall mean of 4.45, highlighting issues related to inefficiency, document management, accountability, and information retrieval. In response, the UCMS was designed as a web-based application integrated into the unit’s existing online portal, enabling real-time tracking, digital approval workflows, secure data management, and paperless processing. The developed system was evaluated against the ISO 25010 Software Quality Standard and obtained an overall mean rating of 4.48, interpreted as Very Great Extent, indicating high compliance with functional suitability, performance efficiency, compatibility, usability, reliability, security, maintainability, and portability. The results demonstrate that the UCMS is an effective and reliable solution for enhancing administrative efficiency, improving personnel accountability, and supporting digital transformation initiatives within military organizations.
