Abstract
Agrarian Reform Beneficiary Organizations (ARBOs) in the Cagayan Valley Region face persistent challenges in marketing their products, including limited market reach, inadequate sales tracking, inventory management issues, and logistical constraints. To address these concerns, this study developed and evaluated an e- commerce platform with predictive analytics for the Department of Agrarian Reform Region II (DAR RO2) using the Rapid Application Development (RAD) model. The study employed a mixed-methods developmental research design involving 66 ARBO representatives from the provinces of Cagayan, Isabela, Nueva Vizcaya, Quirino, and Batanes. Data were gathered through interviews, surveys, observations, and consultation with the Program Beneficiaries Development Division (PBDD) of DAR RO2. The developed platform provides dedicated dashboards for DAR administrators, ARBOs, and customers and integrates predictive analytics to support sales forecasting, market demand estimation, and data-driven decision-making. Findings revealed that limited market reach (23.9%), funding constraints (21.7%), and competition (19.6%) were among the primary challenges encountered by ARBOs. The developed system achieved an overall ISO 25010 software quality rating of 4.17 out of 5, indicating a high level of compliance across functional suitability, performance efficiency, compatibility, usability, reliability, security, maintainability, and portability. The results demonstrate that the platform can enhance market accessibility, improve operational efficiency, strengthen customer engagement, and support strategic planning among ARBOs. The study concludes that integrating e-commerce with predictive analytics can significantly contribute to the digital transformation and long-term sustainability of agrarian enterprises in the region. Future enhancements may include mobile application integration, advanced machine learning capabilities, and expanded logistics partnerships to further improve system effectiveness.
