Abstract

This study assessed the governance performance of Barangay Chairpersons in the Municipality of Rizal, Kalinga, focusing on their executive, legislative, and judiciary functions and their relationship with the implementation of basic services and facilities. A descriptive-correlational research design was employed, utilizing a survey questionnaire administered to 165 barangay officials, including Barangay Chairpersons, Sangguniang Kabataan Chairpersons, Barangay Kagawads, Indigenous Peoples Mandatory Representatives, Barangay Treasurers, and Barangay Secretaries. Findings revealed that Barangay Chairpersons demonstrated an overall exemplary governance performance with a weighted mean of 4.67. Among the governance dimensions, legislative functions obtained the highest mean (4.85), followed by judiciary functions (4.74) and executive functions (4.44). The implementation of basic services and facilities was likewise rated exemplary, with an overall weighted mean of 4.25, particularly in health services, education, peace and order, and disaster preparedness. Correlation analysis indicated significant positive relationships between governance functions and service implementation. Executive functions recorded a correlation coefficient of r = 0.81, legislative functions r = 0.87, and judiciary functions r = 0.98, all significant at p < .001. These findings suggest that effective governance practices contribute substantially to improved public service delivery and community development. Despite the positive assessments, Barangay Chairpersons identified budget constraints, limited resources, inadequate community participation, challenges in addressing emerging societal issues, and insufficient legal knowledge as major governance concerns. The study concludes that strengthening leadership competencies, enhancing financial support, promoting citizen participation, and providing continuous legal and governance training are essential to sustain and improve barangay governance effectiveness.
